How exactly is raiding not an act of war? Again, if you know a faction is a natural raider, don't make treaties. Raiding is a hostile activity below the war threshold, and should remain that. It makes no sense to have treaties with Beastmen because they will raid, and they themselves do not care about the treaty and will break it and attack when they feel like it.
